Summary

This bill amends the Federal Crop Insurance Reform and Department of Agriculture Reorganization Act of 1994 to establish a formal consultation process between the Department of Agriculture and Tribal Governments on budget requests and multi-year program reauthorizations, and to require reporting on program funding to Tribal entities. It also creates an interagency task force on economic development programs and a working group to develop a public repository of Federal Tribal economic development programs.

Sec. 2, Establishing a budgetary Tribal Government consultation process at the Department of Agriculture: Within one year, the Secretary of Agriculture, consulting with the Office of Tribal Relations and the Office of Budget and Program Analysis, must create and implement a formal process for at least annual consultation with Tribal Governments on annual budget requests and bills reauthorizing certain Department programs with budgetary impacts, including farm bills. The Secretary must give at least 30 days' notice before each consultation, develop a reporting mechanism that summarizes issues, comments from Tribal Governments, and steps taken in response, and the process may cover programs not specific to Indian Tribes. This does not limit other consultations under federal law.

Sec. 3, Requiring Department of Agriculture to report program funding to Tribal entities: The Secretary and the Office of Tribal Relations, consulting with Tribal Governments, must establish a plan to analyze and publicly report to Tribal entities on funding from Department programs for which they are eligible, and identify ways to improve assistance, including outreach for underutilized programs.

Sec. 4, Definitions relating to Tribes: Adds definitions for terms used in the bill, including '1994 Institution', 'Secretary', 'Tribal entity', 'Tribal Government', 'Tribal organization', 'Urban Indian organization', and 'Indian Tribe', referencing existing federal laws.

Sec. 5, Interagency task force on economic development programs: The Secretary of Agriculture, consulting with the Secretaries of Housing and Urban Development and Commerce, must establish a task force to review guidance and application requirements for economic development programs and develop interagency agreements to reduce administrative and planning burdens. The task force includes officials from Rural Development, Economic Development Administration, and Community Planning and Development, and must identify opportunities to align requirements, issue joint guidance, and establish a plan for regularly reviewing agreements to reduce burdens and improve collaboration.

Sec. 6, Establishing a comprehensive repository of Federal Tribal economic development programs: The Secretary of Commerce, consulting with the Office of Native American Business Development, must establish a working group to develop and regularly update a public repository of Federal economic development programs available to Tribal entities. The working group includes representatives from multiple agencies and must identify eligible programs, create the repository, and develop plans for sharing and updating it at least every two years.
