Summary

This bill establishes a task force to address the impacts of the chemical 6PPD and its byproduct 6PPD-Q on coho salmon and the environment, and to promote research and funding for alternatives to 6PPD. Sec. 2, Definitions: Defines key terms including 6PPD, 6PPD-Q, and the Task Force. Sec. 4, Establishment of 6PPD Task Force: Requires the Secretary of Transportation, in consultation with the EPA Administrator, to enter an agreement with the National Academy of Sciences to establish a 6PPD Task Force within 60 days of enactment. The Task Force must improve data sharing, identify federal funding opportunities for research on 6PPD impacts and alternatives, recommend ways to expedite safer alternatives, share best practices for mitigation, research non-tire exposure pathways, and maintain an online repository. The Task Force includes designees from multiple federal agencies, at least 4 Tribal representatives from the western U.S., at least 4 private sector representatives (including from tire and chemical additive industries), at least 1 environmental community representative, at least 2 state government experts, and at least 1 university researcher. It is co-chaired by the Transportation and EPA designees, meets at least 3 times annually, and is exempt from the Federal Advisory Committee Act. The Task Force must submit an annual report to specified congressional committees starting 180 days after enactment.
