Summary

This bill establishes a task force to address the impacts of the chemical 6PPD and its by-product 6PPD-Q on coho salmon and the environment, and to promote research and funding for alternatives to 6PPD. Sec. 2, Findings: Congress finds that 6PPD is used in tires for safety, but its by-product 6PPD-Q from tire wear is acutely toxic to coho salmon, and private-sector efforts exist to develop safer alternatives that also maintain vehicle safety. Sec. 3, Establishment of 6PPD Task Force: Within 60 days, the Secretary of Transportation, with the EPA Administrator, must arrange for the National Academy of Sciences to create a 6PPD Task Force. The Task Force will improve data sharing on 6PPD impacts, identify federal funding for research and alternative development, recommend expedited testing and adoption of safer alternatives, share best practices for mitigation, research non-tire exposure pathways, and maintain an online repository. Its members include designees from several federal agencies, at least four Tribal representatives from the West Coast, at least four private sector representatives (including from tire and chemical additive industries), at least one environmental community representative, at least two state government experts, and at least one university researcher. The Task Force will have co-chairs from Transportation and EPA, meet at least three times a year, and submit annual reports to Congress.
