Summary

This bill amends the Food and Nutrition Act of 2008 to require the Food and Nutrition Service to create standards for online and delivery use of Supplemental Nutrition Assistance Program (SNAP) benefits, and to require compliance reports and impose penalties for noncompliance.

Sec. 2, Online and delivery standards: Within 18 months, the Food and Nutrition Service Administrator, consulting with other agencies and stakeholders, must set standards for retail stores and wholesalers that accept SNAP benefits online or via mobile platforms, covering digital privacy and cybersecurity. For stores that deliver food bought with SNAP benefits, the standards must aim to promote fair and safe working conditions for delivery employees, including paying prevailing wages, and to keep food safe and secure during delivery. Within 18 months after those standards are set, the Secretary must issue regulations requiring stores to submit a report on their compliance. If a store does not comply, it loses authorization to participate in SNAP and may reapply only after showing it is in compliance.
