This bill amends the Food and Nutrition Act of 2008 to create standards for online and delivery services used by stores that accept Supplemental Nutrition Assistance Program (SNAP) benefits. It requires the Food and Nutrition Service to set rules for safe online platforms and delivery practices, and mandates compliance reports and penalties for noncompliance.
Sec. 2, Online and delivery standards: Within 18 months of enactment, the Administrator of the Food and Nutrition Service, consulting with other agencies and stakeholders, must establish standards for retail food stores or wholesale food concerns that accept SNAP benefits through online or mobile platforms. These standards cover digital privacy and cybersecurity for users. For stores that deliver food purchased with SNAP benefits, the standards aim to promote fair and safe working conditions for delivery employees, including paying prevailing wages, and to keep food safe and secure during delivery. Within 18 months after those standards are set, the Secretary must issue regulations requiring stores to submit a report describing their compliance. If a store does not comply, it loses authorization to participate in SNAP and may reapply only after showing it is in compliance.
