This bill requires the Secretary of Veterans Affairs to let Members of Congress use Department of Veterans Affairs (VA) facilities to meet with their constituents. The Secretary and the Administrator of General Services must identify available spaces in VA facilities for this purpose.
Sec. 2, Use of facilities by Members of Congress: Upon a Member's request and subject to regulations, the Secretary must allow the Member to use a VA facility for constituent meetings. The Secretary and GSA must jointly identify available spaces. The Secretary must issue regulations within 90 days of enactment. These regulations must require that the space is available during normal business hours, in a visible and accessible area, and rented at a rate similar to GSA rates for local office space, paid from the Member's Representational Allowance or Senator's Official Personnel and Office Expense Account. The regulations cannot prohibit the Member from advertising the use. They must comply with the Hatch Act and related rules, prohibiting campaigning, statements supporting or opposing federal law or policy, activities interfering with security or normal operations, photographing veteran patients, photographing anyone without consent, and photography for campaign materials. The regulations cannot allow use during the 60 days before a federal election in the facility's jurisdiction. They cannot unreasonably restrict use if space is not regularly used by VA personnel and use won't impede VA operations.
