This bill amends the Tariff Act of 1930 to require public disclosure of certain manifest information for vehicles and aircraft arriving in the United States, similar to existing rules for vessels. It updates definitions and applies to arrivals 30 days after enactment.
Sec. 2, Public disclosure of vehicle and aircraft manifest information: The bill changes the manifest requirements so that every vessel, vehicle, and aircraft arriving in the U.S. must have a manifest. It also expands the information available for public disclosure in manifests to include the Harmonized Tariff Schedule subheading for cargo, and replaces references to 'vessel, aircraft, or carrier' with 'vessel, vehicle, or aircraft'. Additionally, it requires disclosing the country of origin of the cargo and the last country through which the cargo was transported.
The bill adds a definition of 'aircraft' to the Tariff Act, covering civil, military, or public contrivances used or designed to navigate, fly, or travel in the air.
The changes apply to vessels, vehicles, and aircraft arriving in the U.S. on or after 30 days after the bill becomes law.
