This bill amends the Tariff Act of 1930 to require public disclosure of certain manifest information for vessels, vehicles, and aircraft arriving in the United States.
Sec. 2, Public disclosure of vehicle and aircraft manifest information: The bill revises the manifest requirements for vessels, vehicles, and aircraft, specifying that each must have a manifest complying with new rules. It expands the list of information available for public disclosure on manifests to include each subheading of the Harmonized Tariff Schedule under which cargo is classified, and changes references from "vessel, aircraft, or carrier" to "vessel, vehicle, or aircraft" and from "country of origin of the shipment" to "country of origin of the cargo and the last country through which the cargo was transported by the vessel, vehicle, or aircraft." It also adds a definition of "aircraft" to include civil, military, or public contrivances used or designed to navigate, fly, or travel in the air. These changes apply to vessels, vehicles, and aircraft arriving in the U.S. 30 days after enactment.
