Summary

This bill prevents the Federal Communications Commission (FCC) from stopping state or federal correctional facilities from using jamming equipment to block wireless communications from contraband devices or to or from inmates. It defines key terms and sets conditions for such use.

Sec. 2, Limitation on FCC authority: The FCC cannot prohibit a state or federal correctional facility from operating a jamming system within the facility to block wireless communications to or from contraband devices or inmates. The jamming must be limited to the facility's housing areas. For state facilities, the state must pay all costs. Before using the system, the facility must consult with local law enforcement and public safety officials, and notify the Director of the Bureau of Prisons.
