Summary

This bill allows state and federal correctional facilities to use jamming equipment to block wireless communications from contraband devices or to or from inmates, overriding any other laws or FCC regulations that would prevent it.

Sec. 2, Limitation on FCC authority: The Federal Communications Commission cannot stop a state or federal correctional facility from operating a jamming system inside the facility to disrupt wireless communications to or from contraband devices or inmates. The jamming system must be limited to the facility's housing areas. If a state facility uses it, the state must pay all costs. Before using the system, the facility must consult with local law enforcement and other public safety officials, and notify the Director of the Bureau of Prisons.
