Summary

This bill transfers the United States Secret Service from the Department of Homeland Security to the Executive Office of the President. It moves all functions, personnel, assets, and liabilities of the Secret Service to the Executive Office of the President. The head of the Service will be a Director appointed by the President, and the current Director will continue in that role. The Secretary of Homeland Security must assist the Director during the transition. All officers and components of the Secret Service will continue operating under the same compensation and conditions. The Director may reorganize the agency after the transition, but initially it must keep its existing structure. References in other laws to the Secret Service or its Director will be deemed to refer to the new office or its head. The transferred officials can exercise all authorities previously available for their functions. The Service becomes the successor to all contracts, assets, and liabilities of the former Secret Service. All transfer activities must be completed within one year of the bill's enactment.
