Summary

This bill prohibits the Secretary of Transportation from contracting with or granting funds to entities that use or buy certain foreign-made LiDAR technology from specific foreign countries or companies. It also requires contractors to certify they will not use such technology.

Sec. 2, Prohibition on use of, procurement of, and contracting related to certain foreign-made LiDAR technology: The Secretary cannot buy any covered LiDAR technology, LiDAR from a covered LiDAR company, or LiDAR from a covered foreign country. The Secretary also cannot contract with any entity unless it certifies no such LiDAR will be used in the contract. The Secretary may waive this prohibition on a case-by-case basis if it is in the national interest, with written notice to Congress 15 days before. For loans or grants, the Secretary must ensure no funds are used to buy or use such LiDAR. This section applies to obligations and contracts from June 30, 2026 onward, but does not apply to applications for exemptions from federal motor vehicle safety standards, waivers from federal motor carrier safety regulations, or actions for testing, research, evaluation, analysis, or training.
