This bill amends the Clean Air Act to require the EPA Administrator to sell renewable fuel credits to obligated parties at a price no more than $0.20 per credit, adjusted for inflation. Credits can only be used for the year sold, cannot be resold or transferred, and cannot fulfill cellulosic, biomass-based diesel, or advanced biofuel requirements. Revenues from credit sales are split into three equal parts: one-third for EPA grants and technical assistance for advanced biofuel investments, one-third for USDA financial and technical assistance to agricultural producers for alternative crops and diversified cropping systems, and one-third deposited into a new Habitat and Wildlife Restoration Fund. The Fund, managed by the Interior and Agriculture Secretaries in cooperation with the National Fish and Wildlife Foundation, supports existing programs to protect, conserve, or restore habitats and wildlife most impacted by conversion of native habitat to crop production since January 1, 2007.
