Summary

This bill amends the Clean Air Act to require the EPA Administrator to sell renewable fuel credits to obligated parties at a price of no more than $0.20 per credit, adjusted for inflation. The credits can only be used for the year they were sold, cannot be resold or transferred, and cannot fulfill cellulosic, biomass-based diesel, or advanced biofuel requirements. Revenues from credit sales are split into three equal parts: one-third for EPA grants and technical assistance for advanced biofuel investments, one-third for USDA financial and technical assistance to agricultural producers for alternative crops and diversified cropping systems, and one-third deposited into a new Habitat and Wildlife Restoration Fund. The Fund, managed by the Interior and Agriculture Secretaries with the National Fish and Wildlife Foundation, supports programs to protect, conserve, or restore habitat and wildlife impacted by crop production expansion since 2007.
