- Phase 3
- Time to Market
- Potential FDA approval in 2027-2028 if Phase 3 succeeds and BLA submission (targeted Q3 2026 rolling) is accepted.
- Why 7/10
- Phase 3 liMeliGhT trial topline data expected Q1 2027 (~6-8 months out) on OCU400, Ocugen's lead asset driving most of the company's value; rolled BLA submission targeted Q3 2026 adds near-term regulatory catalyst.
Watch for the rolling BLA submission in Q3 2026 as a validation event and the Phase 3 topline readout in Q1 2027 as the primary binary catalyst. The stock has strong institutional accumulation and analyst support (9 Buy, mean PT ~$11.43 vs ~$1.43), but remains pre-revenue with high dilution risk from $130M convertible notes. The Phase 1/2 data was encouraging — durability and a gene-agnostic approach differentiate OCU400 from the only approved therapy, Luxturna.

Executive Summary
OCU400 is Ocugen's lead modifier gene therapy candidate for retinitis pigmentosa (RP), a group of inherited retinal diseases affecting ~110,000 people in the US and 1.6M globally. Unlike the only approved RP gene therapy (Luxturna, which works on only one gene mutation), OCU400 takes a gene-agnostic approach via the NR2E3 master regulator, potentially treating many of the ~100 known RP-causing mutations. Phase 1/2 data showed durable safety and vision improvement over 2-3 years. Phase 3 liMeliGhT trial enrollment is complete (n=140) with topline data due Q1 2027; a rolling BLA submission is targeted for Q3 2026. Recent $130M convertible note financing extends cash runway into 2028. The stock has strong analyst support (9 Buy/1 Hold, mean PT ~$11.43) and Q1 2026 saw broad institutional accumulation (Millennium, Jane Street, Bank of America, Point72, RTW Investments all increased positions).
How It Works
OCU400 delivers a 'master regulator' gene called NR2E3 directly to retinal cells using a harmless virus (AAV5) as a delivery truck. NR2E3 is a nuclear hormone receptor that acts like a conductor for an orchestra — it coordinates hundreds of other genes involved in keeping retinal cells healthy. Rather than fixing one specific mutation (like most gene therapies), this gene-agnostic approach resets the whole system, making it potentially effective for RP caused by many different genetic defects.
Trial Status
Phase 3 liMeliGhT trial (NCT05203939) completed enrollment of 140 patients randomized 2:1 active vs untreated control across RHO mutation and gene-agnostic arms. Topline data expected Q1 2027. Phase 1/2 showed sustained safety and visual improvements through 2-3 year follow-up. FDA also approved an Expanded Access Program for up to 75 adult RP patients.
The Two-Sided Case
Upcoming Catalysts
- Q3 2026: Planned rolling BLA submission for OCU400 to FDA
- Q1 2027: Phase 3 liMeliGhT topline data readout — the primary binary catalyst
- 2026-2027: Potential additional licensing/commercialization partnerships for OCU400 in other geographies
- Ongoing: Phase 2 data for OCU410 (geographic atrophy) and OCU410ST (Stargardt), with BLA submissions targeted by 2028
