Summary

This bill amends the Clean Air Act to allow fuel used in ocean-going vessels to qualify as renewable fuel for which credits can be generated under the renewable fuel program. It expands the definition of renewable fuel to include fuel for ocean-going vessels alongside home heating oil and jet fuel. The change applies starting from the second calendar year after the bill is enacted. The Environmental Protection Agency must issue implementing regulations within one year of enactment. Within one year after those final regulations are issued, the EPA Administrator must report to specified congressional committees on the implementation of the amendment and the regulations.
