Summary

This bill amends the Fair Credit Reporting Act to require consumer reporting agencies to place security freezes for protected consumers (such as minors) upon request by their representative. The bill sets specific timelines for placing the freeze and notifying other agencies, and requires the freeze to be provided free of charge.

Sec. 2, Security freezes for protected consumers: When a protected consumer's representative directly requests a security freeze from a consumer reporting agency, providing proof of identification, authority, and all necessary documentation, the agency must place the freeze free of charge within 3 business days if the request is by toll-free telephone, secure electronic means, or mail. The agency must also notify each other consumer reporting agency about the request within 3 business days. Any agency receiving such a notification must place the requested freeze within 3 business days. These changes take effect 18 months after the bill is enacted.
