Summary

This bill requires entities that develop or operate advanced artificial intelligence systems in the United States to include a technical capability for a human operator to shut down the system.

Sec. 2, Shutdown-capability for artificial intelligence systems: The bill defines "artificial intelligence" by reference to the National Artificial Intelligence Initiative Act of 2020 and defines "covered entity" as any entity that develops or operates an advanced artificial intelligence system in the United States. Each covered entity must ensure its advanced AI system includes a technical capability for a human operator to shut down the system. Within 90 days of enactment, the Secretary of Homeland Security, consulting with relevant federal agencies with AI jurisdiction, must issue regulations to enforce this requirement.
