Summary

This bill modifies the rules for state administration of self-employment assistance programs under the Internal Revenue Code. It removes a requirement that participants must be likely to exhaust regular unemployment compensation and changes the criteria for participating in self-employment assistance activities.

Sec. 2, Modification of rules governing state administration of self-employment assistance programs: The bill eliminates the requirement that participants in self-employment assistance programs must be likely to exhaust regular unemployment compensation. It also modifies the participation requirement so that individuals must be in approved self-employment assistance activities that include entrepreneurial training, business counseling, and technical assistance, or are performed under a business plan and market feasibility study approved by the state. These changes take effect two years after enactment, though states may amend their laws sooner. The Secretary of Labor must issue regulations after public comment and OMB approval, and provide guidance to state workforce agencies including a model list of approved activities and best practices for verification.
