This bill prohibits the Department of Homeland Security from spending any funds, including those from the Immigration Examinations Fee Account, to process or approve employment authorization applications for F-1 or M-1 foreign students unless the employment is specifically authorized by an Act of Congress. It also rescinds any unobligated balances in that account that are attributable to fees for such unauthorized employment authorizations, and requires the Secretary of Homeland Security to determine the amount to be rescinded within 30 days of enactment.
