Summary

This bill creates a tax credit to encourage the domestic production of printed circuit boards by amending the Internal Revenue Code. It allows businesses to claim a credit equal to 25 percent of the amount they pay to purchase or acquire printed circuit boards that are fabricated in the United States.

Sec. 2, Credit for purchase or acquisition of printed circuit boards manufactured in the United States: This section adds a new tax credit, section 45BB, to the general business credit. The credit is 25 percent of the amount a taxpayer pays or incurs during the taxable year for printed circuit boards that are fabricated in the United States. The term 'fabricated' means using raw materials to manufacture a connected composite structure with conductive and non-conductive elements by subtractive, additive, or other technique. A 'printed circuit board' is defined as a layered composite structure that provides interconnections with other micro-electronics or electronics systems and electrical connections between components, including any embedded components. The Secretary of the Treasury, in consultation with the Secretaries of Commerce and Labor, must issue necessary regulations and guidance. The amendments apply to amounts paid or incurred after December 31, 2025.
