This bill requires the Department of Education to collect and publish detailed data on the teacher and principal workforce as part of its existing civil rights data collection.
Sec. 2, Civil rights data collection on the educator workforce: The Assistant Secretary for Civil Rights must collect and publish data on principals and teachers from each local educational agency and public school. For principals, data includes the number of full-time principals and their years of experience in categories from less than 1 year to 15 or more years. For teachers, data includes the number of full-time teachers, their years of experience in categories from less than 1 year to 20 or more years, the number meeting all state licensing and certification requirements, the number not meeting those requirements, and the numbers meeting requirements in mathematics, science, English as a second language, and special education. All data must be disaggregated and cross-tabulated by race, ethnicity, and sex, subject to privacy protections. After each data collection, a special report must be prepared and made accessible online, including state-level totals and disaggregated results. The underlying data must also be made public. The Assistant Secretary must coordinate with the Chief Privacy Officer to protect teacher and principal privacy. The bill defines key terms using existing law and applies to civil rights data collections beginning on or after enactment.
