This bill expands congressional review of certain U.S. sanctions actions related to Russia, particularly those involving Russian energy products. It amends the Countering America's Adversaries Through Sanctions Act to require Congress to review more types of sanctions actions and to create a special review period for energy-related actions that lasts until the Secretary of State certifies that Russia has ended its war in Ukraine and committed to a just peace settlement including compensation for Ukraine. It also creates a narrow exception allowing certain energy-related actions to proceed during the initial congressional review period for specific purposes like crew safety, emergency repairs, or urgent economic mitigation in non-Russian jurisdictions.
Sec. 2, Modifications to congressional review of sanctions with respect to the Russian Federation: This section expands the types of sanctions actions subject to congressional review to include any Executive order addressing the national emergency declared in Executive Order 14024 (blocking property related to harmful foreign activities of the Russian government). It also adds a new category of actions subject to review: any action, including licensing actions, taken during a specified period that relates to sanctions on crude oil, petroleum products, natural gas, or other energy products of Russian origin. This review period begins on the date of enactment and ends when the Secretary of State, in consultation with other officials, certifies that Russia has ended its war in Ukraine and credibly committed to a just peace settlement that includes compensating Ukraine for war damages. Finally, it creates an exception to the rule that the President cannot take certain actions during the initial congressional review period: the exception allows actions related to Russian energy products if they are for preserving crew health or safety on an energy transport vessel, for emergency repairs or environmental mitigation related to such a vessel, or to address an urgent need to mitigate an economic impact in a foreign jurisdiction other than Russia.
