Summary

This bill amends the Commodity Exchange Act to ban certain government officials from trading event contracts, and requires additional financial disclosure reports related to such contracts.

Sec. 2, Ban on trading event contracts by certain government officials: This section defines a 'covered individual' as the President, Vice President, and a Member of Congress, and an 'event contract' as an agreement based on an occurrence or contingency. It prohibits covered individuals from buying, selling, or exchanging event contracts. It also prohibits senior executive branch officials from trading event contracts on matters in which they participate personally and substantially. The Attorney General may bring civil actions for violations, with a civil penalty of up to $10,000 per violation or the profit made, whichever is greater. Foreign boards of trade must submit quarterly reports on violations, and the Commission must issue a rule restricting insider trading using material nonpublic information in event contracts.

Sec. 3, Financial disclosure reports: This section amends title 5 of the United States Code to require covered reporting individuals (certain government officials) to include in their annual and termination reports a statement of whether they, their spouse, or dependent child traded event contracts, along with a description and value of the contract. It also requires these individuals to file a periodic report within 30 to 45 days after any event contract transaction.
