Summary

This bill requires the Secretary of Commerce to develop artificial intelligence training resources and toolkits for U.S. small businesses. Sec. 2, Artificial intelligence training resources for small business concerns: The Secretary, through the National Institute of Standards and Technology and the Hollings Manufacturing Extension Partnership, must create training resources within one year for small businesses, including those in rural, Tribal, or underserved communities or in advanced manufacturing, on adopting AI and other key emerging technologies. The training must cover prompt engineering and AI use for credit access, financial management, business planning, cybersecurity, marketing, supply chain, government contracting, and exporting. The Secretary must review and update these resources at least annually starting 18 months after enactment. The Secretary will coordinate with the Small Business Administration to distribute the resources through SBA resource partners. The Secretary may run a grant program for organizations training small businesses using these resources. The Secretary must report to Congress on the development and use of the resources within one year, and annually thereafter, including a list of resources and measurable outcomes like the number of businesses using them and effects on revenues, sales, and workforces. These authorities and requirements end three years after enactment.
