Summary

This bill amends the Workforce Innovation and Opportunity Act to expand the types of one-stop centers used to provide workforce services, allowing virtual centers and shared centers between adjacent local areas, and requiring colocation of employment service offices with physical one-stop centers only in states that have such centers.

Sec. 2, One-stop centers: The bill changes the requirement from one physical center per local area to one physical or virtual center per local area, or one or more physical or virtual centers shared by adjacent local areas with at least one such center in each other local area. It also allows a physical or virtual center to be located at a public institution of higher education. In states that have a physical one-stop center, employment service offices must be colocated with those physical centers. The bill adds definitions for shared centers and virtual centers, where a virtual center means a terminal or other equipment providing access to all required programs, services, and activities.

Sec. 3, Conforming amendment: This section amends the Wagner-Peyser Act to require that, in each state that has a physical one-stop center, the employment service offices in that state be colocated with the physical one-stop centers.
