This bill amends the Agriculture and Consumer Protection Act of 1973 to create a pilot program for home delivery of commodities under the commodity supplemental food program, aimed at low-income elderly persons, especially in rural areas.
Sec. 2, Commodity Supplemental Food Program Home Delivery Pilot Program: The bill adds a new section 5A to the Act. Its purposes are to award grants for projects that increase home delivery access for low-income elderly persons and to evaluate those projects. The Secretary of Agriculture will award competitive grants to State agencies, with a maximum grant of the lesser of $4,000,000 or the State's program caseload multiplied by $60. State agencies must distribute grant funds to eligible entities (local or subdistributing agencies) to operate home delivery projects, covering costs for transportation, staffing, and outreach. Priority is given to entities serving participants in rural areas. State agencies must report to the Secretary within 180 days after each fiscal year, summarizing activities, assessing effectiveness (including average cost per delivery and third-party services), and sharing best practices. The bill authorizes $10,000,000 per year for fiscal years 2027 through 2029, with funds remaining available until spent.
