This bill amends the Workforce Innovation and Opportunity Act to create a digital skills at work grant program. It aims to build digital skills for current and incoming workers in in-demand industries, advance access to good jobs, and foster digitally resilient individuals and systems.
Sec. 4, Workforce Innovation and Opportunity Act amendments: This section adds a new section 172 to the Act, establishing the Digital Skills at Work Grant Program. The Secretary of Labor, in consultation with the Secretaries of Education and Commerce, must award grants to each state that submits a complete application. Grant amounts are based on a formula using the state's total population, working-age resident population, and population of individuals with low digital and information literacy skills. States must use grant funds to award subgrants to eligible entities to expand digital workplace skills, prioritizing individuals with barriers to employment. If a state does not apply, the Secretary may award grants to eligible entities on a statewide basis. The Secretary must also award competitive grants to eligible entities to foster digital equity and digitally resilient systems. The Secretary may reserve up to 5% of funds for technical assistance and administration, and must reserve 2-4% for evaluation.
Sec. 4(b), Authorization of appropriations: This section authorizes such sums as may be necessary for fiscal year 2026 and each of the 4 succeeding fiscal years to carry out the new section 172.
Sec. 4(c), Digital and information literacy skills as training services: This section adds training in digital and information literacy skills to the list of training services that may be provided under the Workforce Innovation and Opportunity Act.
Sec. 4(d), Conforming amendment: This section updates a cross-reference in the SUPPORT for Patients and Communities Act to reflect the redesignation of section 172 as section 173.
Sec. 4(e), Table of contents: This section updates the table of contents of the Workforce Innovation and Opportunity Act to reflect the new section 172 and the redesignation of section 172 as section 173.
