Summary

This bill amends the Federal Deposit Insurance Act to change how much of an insured depository institution's reciprocal deposits are not treated as funds obtained through a deposit broker. It updates the calculation based on the institution's total liabilities.

Sec. 2, Amount of reciprocal deposits not considered broker funds: The bill replaces the current rule with a sliding scale. For an agent institution, the amount of reciprocal deposits not considered broker funds is: 50% of total liabilities up to $1 billion; 40% of liabilities between $1 billion and $10 billion; 30% of liabilities between $10 billion and $250 billion; 20% of liabilities between $250 billion and $1 trillion; and 2% of liabilities over $1 trillion.

Sec. 3, Definition of agent institution: The bill changes the condition for an agent institution from having a composite condition of outstanding or good to being assigned a CAMELS rating of 1, 2, or 3.
