Summary

This bill requires the Environmental Protection Agency (EPA) Administrator to prepare and make publicly available a report on reuse and refill systems. Sec. 2, Report on reuse and refill systems: The report must be published within two years of the bill's enactment and describe the feasibility and best practices of reuse and refill systems for various sectors, such as food service, consumer products, and educational institutions. The report must evaluate types of systems for different scales, methods for equitable distribution, job creation opportunities, economic costs and benefits for businesses and waste management parties, types of local, state, and federal support needed, and existing barriers to widespread implementation. In preparing the report, the Administrator must consider relevant information from states, local governments, and foreign countries, and consult with relevant stakeholders.
