Summary

This bill amends the National Flood Insurance Act of 1968 to require the Federal Emergency Management Agency (FEMA) Administrator to make certain flood insurance program data publicly available, including flood risk information, policy and claims data, and community compliance details, while protecting personally identifiable information.

Sec. 2, Public availability of program information: The bill adds a new section to the National Flood Insurance Act requiring the Administrator to publicly release all data, models, assessments, and analytical tools used to assess flood risk or set premiums. This includes risk data on individual properties, loss ratios, current and historical policy information (amount and term only), current and historical claims information (date and amount paid only), whether a property was built before or after the first flood insurance rate map for its community, identification of mitigated properties, and identification of multiple-loss properties that have not been mitigated. The Administrator must establish an open source data system for immediate electronic public access.

Sec. 2, Community information: Within one year of enactment, the Administrator must create a publicly searchable database for each community in the National Flood Insurance Program. The database must include the community's compliance status and any enforcement actions, the number of pre- and post-flood map properties in special flood hazard areas, total claims outside those areas, total multiple-loss properties, and the percentage and square miles of the community within special flood hazard areas.

Sec. 2, Identification of properties and privacy: All data provided must be based on ZIP Code or census block level and include the community and state name. Information must be disclosed in a format that does not reveal personally identifiable information about property owners, in accordance with the Privacy Act.
