Summary

This bill establishes a grant program for surface transportation infrastructure projects that connect to airports. The Secretary of Transportation will provide grants to states, Indian Tribes, and local government units (including public agencies controlling public airports) for projects that connect to a public airport, are on or within 5 miles of that airport, and reduce congestion, expand capacity, provide access to under-connected areas, or rehabilitate roadway, rail, or transit infrastructure. Eligible projects include highway or bridge projects under title 23, public transportation projects under chapter 53 of title 49, or passenger rail projects under title 49. Applicants must submit an application as required by the Secretary. At least 50% of funds each fiscal year must go to projects connecting to large hub airports, and at least 30% to projects connecting to medium hub airports, as defined in title 49. The federal cost share follows section 120 of title 23, and the non-federal share may include TIFIA credit assistance for certain projects and passenger facility charges. The bill authorizes $1,000,000,000 per year from fiscal years 2027 through 2031 from the Highway Trust Fund (excluding the Mass Transit Account).
