This bill increases loan limits for small manufacturers under two Small Business Administration (SBA) loan programs and requires reports on loan performance and job impacts. It defines a 'small manufacturer' as a small business primarily in manufacturing sectors 31, 32, or 33 of the North American Industrial Classification System, with all production facilities in the United States.
Sec. 2, Definitions: Adds a definition of 'small manufacturer' to the Small Business Act, meaning a small business whose primary business is in manufacturing sectors 31, 32, or 33 and whose production facilities are all in the U.S.
Sec. 3, Small Business Act loan limits for small manufacturers: Raises the maximum loan amount under section 7(a) for small manufacturers to $7,500,000 (or up to $10,000,000 if the gross loan amount would exceed that). For export-related loans, the limit for small manufacturers is $9,000,000 (or up to $10,000,000), with no more than $8,000,000 for working capital, supplies, or export financing. For loans under paragraph (14) for export purposes, the limit for small manufacturers is $10,000,000.
Sec. 4, Small Business Investment Act of 1958 loan limits for small manufacturers: Increases the loan limit under section 502(2)(A)(iii) of that Act from $5,500,000 to $10,000,000 for small manufacturers.
Sec. 5, Inspector General analysis: Requires the SBA Inspector General, within two years of enactment, to analyze loans made under the new limits during the first year, determining projected and early default rates and whether the increases introduce additional risk to the programs' no-cost-to-government requirement. A report must be submitted to the Senate and House small business committees.
Sec. 6, Job creation and retention report: Defines 'larger loan' as loans over certain thresholds ($3,750,000 or $5,000,000 under section 7(a), or over $5,500,000 under the Small Business Investment Act). For the year of enactment and the next four years, the SBA Administrator must report annually to Congress on larger loans to small manufacturers, including the dollar amount of such loans divided by jobs created or retained, and an analysis of whether the loans prevented job losses.
