Sec. 2, Coverage with no cost-sharing for additional breast screenings for certain individuals at greater risk for breast cancer: This section amends the Public Health Service Act to require group health plans and insurers to cover, with no cost-sharing, screening and diagnostic imaging (like 2D or 3D mammograms, breast ultrasounds, MRI, molecular breast imaging) for individuals at increased risk of breast cancer or with dense breast tissue, as determined by American College of Radiology or National Comprehensive Cancer Network guidelines. It also covers individuals not at increased risk but who a provider determines need imaging due to factors like age, race, ethnicity, or family history. No frequency limits apply. This applies to plan years starting on or after January 1, 2026, and also applies to grandfathered health plans.
This section also amends Medicare to cover these screenings and diagnostic imaging with no cost-sharing for the same at-risk individuals starting January 1, 2026, and requires Medicare Advantage plans to cover them without cost-sharing.
This section amends Medicaid to cover these screenings and diagnostic imaging as a mandatory benefit for the same at-risk individuals starting January 1, 2026, with no cost-sharing allowed. States must include this coverage in benchmark plans. States needing legislative changes may have a delayed effective date.
This section amends TRICARE to cover these screenings and diagnostic imaging for the same at-risk individuals starting January 1, 2026, and eliminates cost-sharing for these services under TRICARE Prime, TRICARE Select, and TRICARE plans.
This section amends VA law to require the Secretary to furnish these screenings and diagnostic imaging to veterans at increased risk or with dense breast tissue, or those a provider determines need imaging due to factors like age, race, ethnicity, or family history, regardless of enrollment status, starting January 1, 2026. No copayments or charges are allowed for these services.
