Summary

This bill amends the Internal Revenue Code to exclude from gross income certain assistance provided to participants in veterinary student loan repayment or forgiveness programs, aiming to support the rural veterinary workforce.

Sec. 2, Exclusion for assistance in certain veterinary loan programs: The bill expands the existing tax exclusion for loan repayment assistance under the National Health Service Corps Loan Repayment Program to also cover assistance under the Veterinary Medicine Loan Repayment Program (section 1415A of the National Agricultural Research, Extension, and Teaching Policy Act of 1977) and any other state loan repayment or forgiveness program intended to increase access to veterinary services in that state. The heading of the relevant code paragraph is updated from "State" to "other." The change applies to amounts received in taxable years beginning after December 31, 2025.
