Summary

The Local Input Act requires the Secretary of the Interior to meaningfully involve the public and State, Tribal, and local government officials before deciding whether to offer certain parcels of land for oil or gas leasing.

Sec. 2, Requirement for meaningful involvement in leasing determinations: Before offering a parcel for oil or gas leasing under the Mineral Leasing Act, the Secretary must meaningfully involve the public and State, Tribal, and local government officials. This includes at minimum: public disclosure of the proposal and an analysis of expected effects on surface and subsurface resources and other uses of the parcel; an opportunity for public comment; and consideration of input from the public, State and local governments, and government-to-government consultation with federally recognized Indian Tribes. Based on this involvement, the Secretary may decide not to offer the parcel for leasing.
