This bill amends four federal securities laws to require that when the Securities and Exchange Commission (SEC) issues a rule, it must consider the rule's effects both individually and cumulatively with other related final rules and recent proposed rules.
Sec. 2, Rulemaking considerations: The bill inserts language into the Securities Act of 1933, the Securities Exchange Act of 1934, the Investment Company Act of 1940, and the Investment Advisers Act of 1940. In each law, the SEC must now evaluate whether a rule promotes efficiency, competition, and capital formation when considered alone and also when considered together with other related rules or regulations and other related and recent proposed rules or regulations.
