Summary

This bill amends the Public Health Service Act to require certain healthcare facilities to post prices on their walls. It adds a new subsection to Section 2718, mandating that hospitals, ambulatory surgical centers, laboratories, and providers of imaging services display discounted cash prices for specified shoppable services starting January 1, 2028.

Sec. 2, Requiring certain facilities to post prices on the walls: Hospitals must post on their walls the discounted cash price for each CMS-specified shoppable service in inpatient and outpatient settings, or the median cash price charged to self-pay individuals over the previous 3 years if no discounted cash price exists. Ambulatory surgical centers must similarly post discounted cash prices for CMS-specified shoppable services, or the median cash price for self-pay individuals over 3 years. Laboratories must post discounted cash prices for specified clinical diagnostic lab tests that are CMS-specified shoppable services, or the gross charge if no such price exists. Providers and suppliers of imaging services must post discounted cash prices for CMS-specified shoppable imaging services, or the gross charge if no such price exists. The term 'discounted cash price' means the charge for cash or cash equivalent payment. 'Shoppable service' means a service that can be scheduled in advance, including all customary ancillary items and services. 'Specified clinical diagnostic laboratory test' excludes advanced diagnostic lab tests as defined in the Social Security Act.
