Summary

This bill directs the Secretary of Energy to establish a clearinghouse for advanced transmission technology, provide technical assistance, and create best practices for wildfire mitigation from the bulk-power system.

Sec. 2, Advanced transmission technology: The Secretary must establish a public clearinghouse within one year listing Department projects and activities on advanced transmission technology, available financial assistance, and analyses of its effects on transmission efficiency, costs and benefits to utilities and ratepayers, and geographic or weather impacts. The Secretary may provide technical assistance to electric utilities for using the clearinghouse and accessing financial assistance, to transmission organizations for including advanced technologies in planning, and to state regulatory authorities for developing regulatory frameworks and cost-benefit analyses. Definitions for electric utility, transmission organization, and state regulatory authority are provided. Nothing in this section authorizes the Secretary or FERC to require use of any advanced transmission technology. The bill also adds deployment of advanced transmission technology as an eligible program in state energy conservation plans. Funding for advanced transmission technology deployment, including loans or grants, is exempt from being considered a major federal action under the National Environmental Policy Act.

Sec. 3, Best practices for wildfire mitigation: Within one year, the Secretary of Energy, through the Office of Electricity and in consultation with electric utilities, the electric reliability organization, and transmission organizations, must establish best practices for electric utilities to reduce wildfire ignition risk from the bulk-power system. These practices must cover vegetation management and removal of forest-hazardous fuels along transmission lines, improved engineering approaches, and safer operational practices. Definitions for bulk-power system, electric reliability organization, electric utility, and transmission organization are provided. Nothing in this section authorizes the Secretary or FERC to require use of any best practice.
