Summary

The Dismantle DEI Act of 2025 prohibits diversity, equity, and inclusion (DEI) practices across the federal government, including in offices, personnel, training, contracting, grants, advisory committees, education, and other federal entities, and establishes enforcement mechanisms. Sec. 3, Prohibited diversity, equity, or inclusion practice defined: Amends the Civil Rights Act of 1964 to define a 'prohibited diversity, equity, or inclusion practice' as discriminating on the basis of race, color, ethnicity, religion, biological sex, or national origin, or requiring training that asserts any such group is inherently superior or inferior. Title I, Federal offices and personnel: Rescinds several executive orders on racial equity and gender identity; requires the Office of Personnel Management and Office of Management and Budget to revise or rescind related regulations and close DEI offices; prohibits federal funds for DEI offices, chief diversity officers, or related plans; mandates closure of DEI offices within 90 days; and adds a new prohibited personnel practice for taking action against employees who refuse DEI training. Title II, Federal training: Prohibits the development or purchase of training on DEI, critical race theory, or gender identity, and bans requiring employees to complete such training. Title III, Federal contracting: Requires federal contracts to include a term barring contractors from engaging in prohibited DEI practices; amends anti-discrimination provisions to prohibit such practices; and bans federal contractors from using funds for DEI offices, officers, or training. Title IV, Federal grants and cooperative agreements: Requires grant and cooperative agreements to include terms barring recipients from using federal funds for DEI offices, officers, or training. Title V, Federal advisory committees: Prohibits advisory committees from authorizing DEI practices; requires the Administrator and agency heads to ensure compliance with the Act. Title VI, Education: Amends accreditation standards to bar accrediting agencies from requiring DEI practices; prohibits the Secretary of Education from using funds for DEI offices, officers, or training. Title VII, Other matters: Repeals a section on diversity for Fannie Mae, Freddie Mac, and the Federal Housing Finance Agency; repeals the Office of Minority and Women Inclusion in financial regulation; includes board members as employees under the Civil Rights Act; repeals a Health and Human Services diversity program; repeals Department of Defense DEI reporting and programs; removes diversity language from the Homeland Security Act and Coast Guard code; and repeals an intelligence community diversity provision. Title VIII, Enforcement; severability: Allows any person to sue for violations in federal court, with potential relief including a minimum of $1,000 per violation per day, attorney's fees, and compensatory damages; includes a severability clause.
