Summary

This bill requires the Secretary of Commerce, through the Assistant Secretary for Communications and Information, to develop a plan for advancing and advocating for Wi-Fi and other unlicensed technologies globally. Sec. 2, Sense of Congress: Congress states that U.S. leadership in Wi-Fi, 6G, and satellite technologies is a national priority; Wi-Fi contributes over $1 trillion annually to the U.S. economy; maintaining a global system supporting Wi-Fi is essential; strategic engagement at World Radiocommunication Conferences (WRC) is critical to advance U.S. spectrum priorities and counter actions from adversaries like China; and coordination among federal agencies is needed for a unified strategy ahead of the 2027 WRC in Shanghai. Sec. 3, Plan for advancement of unlicensed technologies: Defines key terms including 'unlicensed' technology and 'Wi-Fi technology.' Requires the Secretary of Commerce, in coordination with the FCC, State Department, and other agencies, to develop a plan within 180 days to advance global adoption of Wi-Fi and unlicensed technologies, including promoting harmonization of the 5925-7125 MHz spectrum band. The plan must seek public input and include strategies to counter efforts by China and other adversaries to undermine unlicensed technologies. A report on implementation is due 90 days after WRC-27 concludes, with a tracking mechanism and possible classified annex.
