This bill amends the Elementary and Secondary Education Act of 1965 to expand the full-service community school program by authorizing increased appropriations, defining new terms, and restructuring grant programs to support planning, implementation, and expansion of community schools that integrate academic, health, and social services for students and families.
Sec. 2, Community Support for School Success: This section authorizes $500 million for fiscal year 2027, $600 million for 2028, $700 million for 2029, $850 million for 2030, and $1 billion for 2031 for full-service community schools. It adds definitions for 'community school coordinator,' 'community school initiative director,' 'community-wide leadership team,' 'educator learning communities,' 'eligible school,' 'pillars of community schools,' 'results framework,' and 'school-based leadership team.' The pillars include integrated student supports, expanded learning time, active family and community engagement, collaborative leadership, rigorous instruction, and a culture of belonging. The section also revises the full-service community school program to authorize planning grants (up to 2 years, at least $100,000), 5-year implementation grants (at least $250,000 per school per year), and expansion grants (3-5 years, at least $300,000 per year plus $150,000 per additional school). Up to 15% of funds go to state grants, up to 5% to technical assistance, and at least 5% of grant funds are reserved for certain entities. Priority is given to high-need local educational agencies, those receiving basic support payments, rural agencies, and Tribal or Native Hawaiian organizations.
