Summary

This bill amends U.S. law to require all railroad freight cars operating on the U.S. general railroad system to meet certain manufacturing and content requirements, effectively phasing in a ban on freight cars that do not comply over a four-year period.

Sec. 2, Amendments to requirements for railroad freight cars placed into service: The bill changes the definition of which freight cars must meet manufacturing and content requirements. For the first year after enactment, it applies to cars produced in the prior 2 years. For the second year, it applies to cars produced in the prior 5 years. For the third year, it applies to cars produced in the prior 10 years. For the fourth year, it applies to cars produced in the prior 15 years. Starting four years after enactment, it applies to all freight cars. It also corrects a reference from "Association of American Railroad's Umler system" to "Association of American Railroads' Umler system."
