Summary

This bill establishes the Economy of the Future Commission, a legislative branch commission to develop consensus legislative recommendations addressing economic changes caused by the adoption of artificial intelligence. It defines key terms, sets membership, duties, powers, reporting requirements, and provides funding.

Sec. 2, Economy of the Future Commission: The commission is established in the legislative branch to develop consensus legislative recommendations on economic changes from AI adoption. It has 12 voting members appointed by congressional leaders (3 each from the majority and minority leaders of the Senate and House), plus nonvoting Deputy Secretaries from Education, Labor, Commerce, and Treasury. Appointees must include one member of Congress from an applicable committee, and others with expertise in AI technology, education, workforce retraining, or taxation. The commission has two co-chairs, one from each party and one from each chamber. It must hold its initial meeting within 60 days of enactment, and a quorum is 7 members (2 for testimony).

Sec. 2, Duties: The commission must develop legislative recommendations on AI-driven economic changes, evaluate effectiveness of government data, workforce programs, education (K-12 through higher ed), and social safety nets. It must also address standards and metrics for AI adoption in government, open-source AI models for small businesses, a national AI research strategy, public-private partnerships for research access, manufacturing technologies, supply chain challenges, cloud computing labs, transportation safety, energy demands from AI data centers, and AI-enabled robotics in government and industry.

Sec. 2, Powers: The commission can hold hearings, issue subpoenas, contract for services, and obtain information from federal agencies. It may accept gifts of services or property (not money) from non-federal entities. Staff can be appointed without standard civil service rules, and federal employees can be detailed to the commission.

Sec. 2, Reports: The commission must issue an interim report within 7 months of enactment, including initial estimates of employment changes by 6-digit NAICS code for 5 and 10 years, federal revenue estimates, and public resources on AI. A final report is due within 13 months, with legislative recommendations on AI education, reskilling, unemployment insurance, taxation, and global competitiveness. The Secretaries of Treasury, Commerce, Labor, and Education must submit assessments of the final report within 60 days.

Sec. 2, Termination and Funding: The commission terminates 120 days after submitting the final report. $5,250,000 is appropriated from the Treasury to carry out the section, available until termination.
