This bill prohibits the enforcement of federal laws requiring emissions control devices or onboard diagnostic systems on motor vehicles and engines. It removes the Environmental Protection Agency's authority to enforce such requirements, eliminates liability for non-compliance, repeals related regulations, and vacates past criminal penalties and expunges records of liability. Sec. 2, Prohibition on enforcement of emissions control device laws: This section states that no federal law, including the Clean Air Act, can require manufacturers, importers, or distributors to install, certify, or maintain emissions control devices or onboard diagnostic systems on any motor vehicle or engine. The EPA Administrator cannot enforce any such requirements. No person or entity faces civil or criminal liability for making, selling, importing, buying, using, or modifying vehicles without these devices. All existing regulations on this topic are voided. Any past criminal imprisonment penalties are vacated, and records of criminal or civil liability are expunged.
