This bill requires the Secretary of the Interior to conduct an ongoing study on the amount of aluminum disposed of in landfills. Sec. 2, Aluminum recycling study: The Secretary must carry out an ongoing study to assess aluminum in landfills. Within 3 years of enactment and every 3 years after, the Secretary, consulting with the EPA Administrator, must report to specified House and Senate committees. The report must include estimates of aluminum in landfills by end-use market, by industrial and automotive sources, and by foreign scrap purchases (including from foreign entities of concern). It must also cover needed improvements in collection and sorting technologies, policies to divert aluminum from landfills and keep scrap in the domestic supply chain, and the effect of increased domestic recycling on reducing U.S. dependence on foreign entities of concern for aluminum and on domestic manufacturing capacity. Definitions: 'Aluminum scrap' means scrap primarily composed of aluminum; 'foreign entity of concern' is defined by reference to the Infrastructure Investment and Jobs Act; 'Secretary' means the Secretary of the Interior, acting through the Director of the U.S. Geological Survey.
