This bill restricts the Secretary of Energy from providing financial assistance to regulated investor-owned electric utilities that raise residential electricity rates above their January 1, 2026 levels. It imposes a one-year moratorium on such assistance and sets conditions for a subsequent two-year period.
Sec. 2, Preserving Energy Affordability: For one year after enactment, the Secretary cannot provide financial assistance to a regulated investor-owned electric utility that charges residential consumers a rate above its January 1, 2026 rate. If a utility receiving assistance violates this, the Secretary must terminate the assistance.
Sec. 2(b), Requirement for Subsequent Period of 2 Years: For the two years following the one-year moratorium, the Secretary cannot provide assistance to a utility that raises rates above the January 1, 2026 level unless the utility does not increase total compensation for its five highest-paid employees above their January 1, 2026 level, reduces that compensation by twice the percentage point rate increase, and reports both compensation amounts to the Secretary. If the Secretary finds a violation, assistance must be terminated.
Sec. 2(c), Definitions: Key terms like 'electric consumer', 'rate', 'State regulatory authority', and 'State regulated electric utility' are defined by the Public Utility Regulatory Policies Act of 1978. 'Regulated investor owned electric utility' means a state-regulated, investor-owned utility. 'Secretary' refers to the Secretary of Energy. 'Total compensation' includes salary, bonuses, stock awards, stock options, and other financial remuneration.
