This bill amends the Social Security Act to improve support for expectant and parenting youth who have experienced foster care by strengthening their connection to home visiting services. Sec. 2, Ensuring expectant and parenting youth have access to services through the Maternal, Infant, and Early Childhood Home Visiting Program: This section adds a new purpose to the existing law, which is to connect foster youth in eligible families with evidence-based home visiting and support services. It also requires states to certify that they have processes to inform such youth about these services. Sec. 3, Tailored case management and resource coordination services for parenting and expectant youth who have experienced foster care: This section allows states to use federal funds to provide tailored case management and resource coordination services specifically for expectant or parenting youth who are otherwise eligible for services under the state program. Sec. 4, Effective date: The changes made by this bill take effect one year after the bill becomes law and apply to payments under plans approved by the Secretary of Health and Human Services on or after that date.
