Summary

This bill makes the Supplemental Nutrition Assistance Program (SNAP) online purchasing initiative a permanent nationwide program, rather than a pilot or demonstration project. It requires the Secretary of Agriculture to issue regulations, consult with stakeholders, and report to Congress.

Sec. 2, Permanent authority for SNAP online purchasing: The Secretary must begin transitioning the SNAP online purchasing initiative from pilot status to a permanent nationwide program within 120 days after this subsection takes effect. The Secretary must issue regulations within 2 years to ensure program integrity, consumer protections, and equitable access. The Secretary must also establish a formal process to consult with state agencies, retailers, EBT processors, and consumer advocates, using lessons learned from online purchasing between 2014 and 2025. Within 120 days, the Secretary must submit a report to the House and Senate Agriculture Committees describing the consultation process.
