This bill requires the Federal Railroad Administration to report to Congress on the rate and causes of rail tank car pressure relief device failures. The report must be submitted within 18 months of the bill's enactment. It must include details on each derailment event, such as the number of tank cars involved, whether a fire occurred, the fire's temperature and duration, the timing and circumstances of device failure, and assessments of device compatibility with commodities, survivability and thermal protection, and device orientation. The report must also include recommendations to prevent failures and the status of any National Transportation Safety Board recommendations on rail tank cars that have not received an acceptable response. In developing the report, the Administrator must consult with the Pipeline and Hazardous Materials Safety Administration, rail employers, organizations representing rail employees, and rail tank car builders, shippers, and owners.
